Always use the latest SQL Configuration Manager. One thing to keep in mind whenever you’re using a Multi-Instance Database Server sharing different versions of SQL Server.
The former SQL Server 2014 Configuration Manager CAN NOT see new versions of SQL Server. In this case the 2014 Configuration Manager does not see SQL Server 2016.

In this example we have 8 SQL Server 2014 installations, and only 1 SQL Server 2016 Installation (SQL_2016_01). It’s no where to be seen with the 2014 Configuration Manager.
